Overdose 
Co-Response Technical Assistance:
a case study

ClientNewark Community Street Team (NCST)

Description We supported the design, partnership development, launch, and ongoing implementation of a community-based emergency overdose response team in Newark, NJ. NCST's Overdose Response Team pairs community outreach workers with University Hospital paramedics to co-respond to overdose calls while the ORT then follows up with revived individuals in the community to address their health and social needs, as well as provide harm reduction education and supply distribution to the general public.

Services Provided

  • Stakeholder Engagement, including brief analysis and meeting design

  • Program Design, including designing: logic model, implementation guide, quality measures, policy development, and job descriptions 

  • Partnership Development, including MOU guidance

  • Clinical Implementation Support, including: hiring staff, onboarding, programmatic and clinical meeting cadence and structure 

  • Business Development, including writing RFPs and reviewing funder reports

Results The Overdose Response Team has hired four staff and has responded to more than 60 overdoses - each response resulting in a life saved.  The Overdose Response Team has distributed over 2,200 outreach and harm reduction supplies, including 400 doses of naloxone.
